Starting in Safe mode shows whether a recently installed app is to blame, and Samsung Members > Phone diagnostics has a Touch screen test. If touch is still dead, or the screen keeps freezing after all that, the touch layer, which is part of the display, has failed and the Galaxy S22+ needs a display replacement.
Not as a reliable repair. The front glass is bonded to the AMOLED panel, so the two are replaced together as one display. That is also why a cracked Galaxy S22+ screen and a Galaxy S22+ with display lines end up as the same job.

Do not rely on it. Samsung itself says a Galaxy's water resistance is not permanent and reduces over time, and a phone that has been dropped and opened should be treated as splash-tolerant at best. The phone is sealed again after the repair, but keep it away from water.
